Dr. Carmelita Valencia-Day, Board Member 

Dr. Valencia-Day is LULAC’s newest board member, having just completed her first one-year term. She has early childhood education and development expertise. Professor Valencia-Daye has taught in higher education institutions for more than 15 years and has been teaching fully online classes since 2005. She is also currently the Program Coordinator of the Early Childhood Education Program and has been instrumental in coordinating professional development opportunities for our infant/toddler teachers. Professor Valencia-Day has a master’s degree in Early Childhood Education with an emphasis on Infant/Toddler Education and Early Childhood Special Education from the University of North Carolina, Chapel Hill. Her bachelor’s degree is in Family Life and Child Development with a minor in Psychology and Special Education from the University of the Philippines.

Dr. Wilson Luna, Secretary 

Dr. Luna was selected as a board member for his expertise in higher education and has been on the board for five years. Dr. Luna is the Dean of Student Affairs at Gateway Community College in New Haven, Connecticut, and is responsible for providing leadership in management, coordination, and evaluation of activities to all areas of student services. He has worked in public and private higher education institutions at both the two and four-year levels.

Donna Henry, Vice President

Ms. Henry has a background and expertise in fiscal management and has served on the LULAC board for ten years. Ms. Henry has been a banking center manager for Bank of America for the last 15 years, having spent the last 9 years in the Yale New Haven Hospital Banking Center. Prior to that she worked for Associates Financial Services, a subsidiary of Citigroup, for 23 years. She holds a bachelor’s degree in Psychology from Southern CT State University and a Life Health License with the State of Connecticut Insurance Department.

Dr. Dilice Robertson, Board Member – Dr. Robertson is one of the newest members of the Board and is a child and adolescent clinical nurse specialist. She is a Family Psychiatric-Mental Health Nurse Practitioner with a doctorate in nursing practice, with private practices in New Haven and Oxford, CT.  Dr. Robertson is a faculty member at Yale University and Fairfield University in their respective Schools of Nursing.  She brings to the Board expertise on the significant benefits of an enriched early childhood development.

Nicole Brown, Board Member – Ms. Brown is one of LULAC’s newest Board members and is a Licensed Practical Nurse with a Bachelor’s Degree in Business Management.  She is a Regional Director of Sales for Gaurvi Hospitality and is the founder of The Writings on the Wall Mentoring Program.  Ms. Brown is the mother of two children with a grandson currently attending LULAC.

Orlando Jackson, Treasurer

Mr. Jackson has a background and ex-pertise in both fiscal management and accounting and has been a LULAC board member for eight years.
His education and expertise have enabled him to assist the company and board members with the financial transactions of the organization on a monthly basis and also provides fiscal advice.

Noel Grant, President

Mr. Grant is one of three board members with a background and expertise in fiscal management and has served on the LULAC board for nearly twenty years. As a businessperson, he has been involved with entities that align with Head Start being a former Board president of Workforce Alliance and a former Board member of the Greater New Haven Chamber of Commerce. He's achieved an Executive MBA from the University of New Haven is currently part of the executive team at Eversource.

LULAC’s Head Start and Early Head Start programs are led by some of the most respected and experienced leaders in the state of Connecticut, representing a diverse range of generations, races, and professions, each with a vast knowledge of early childhood education and a significant capacity to provide effective oversight and accountability for the program.
